Your plants are suffering from powdery mildew and will need to be sprayed with benomyl.  Aloes usually suffer from mildew when they are grown in too much shade or in areas with too little air circulation, so perhaps you should consider moving the plants to a better position.  The reason why the buds are rotting is probably also due to the fact that they are getting too little direct sunlight and too much moisture.
